First of all, the only rule in resume writing is that there are no rules...well, other than proper grammar and spelling. So, it depends on the situation. Employers and recruiters prefer the chronological format as it's easy for them to discern who has gaps and who has had a steady track record.
The reality is that some candidates have had situations where they have had gaps in their employment, or their current position might not directly relate to the job they are targetting. In such cases, it might be better to list the experience by relevance.
