I had an interview with a technical recruiter who I think recently joined the company. Least to say, I felt like our interview was a trial run because I asked him questions about the technologies they use but he was altogether unsure. Should I mention this to their hiring manager? It was a poor reflection of the company and he told me he'd get back to me via email.
Yea, most are that way. If you find the rare one where they can carry a technical conversation with you try to favor them. Send your friends their way, make them take you out for beers or dinner periodically, call if you know something they might like to know.
But most aren't extraordinarily knowledgeable regarding any technical aspects of the job, they might recite a few high level things but not much more.
