Most experts on teaching writing say that the best way to learn how to write is to read--widely and often. Read the work of writers you admire and see how they approach their topics and develop themes. The objective always should be to express ideas logically, clearly, and compellingly. Like doing anything else well, writing takes practice, and lots of it. If you are asking about books on writing, I like Strunk and White's Elements of Style. It's short and fun to read, especially the edition illustrated by Maira Kalman.
